Because those same MVNOs only sell rolling 30-day plans, the no-credit-check shortlist is essentially the rolling-monthly shortlist with the big four removed. The big four UK networks (EE, O2, Three, Vodafone) bill in arrears for their SIM-only contracts and always run a credit check, even on the cheapest plans. iD Mobile is a special case - their rolling 30-day plans are no-credit-check, but their 12 and 24-month contracts run a check. No-credit-check SIMs are the right pick if you are rebuilding your credit, you are new to the UK without a credit history, you simply prefer to keep your credit footprint small, or you have been declined by a host network in the past. The plans themselves are full SIM-only deals with the same data, calls, texts and 5G as any other - the only operational difference is they cancel automatically if your monthly payment fails, rather than running up arrears.
